About the project

Hoʻohiki Senior Living is a new affordable rental community with 250 total units, consisting of 249 rentable units and one manager’s unit, located on North School Street in Honolulu, Oahu. Developed by Highridge Costa Development Company in partnership with the Hawaii Public Housing Authority, the community brings studio, one-bedroom, and two-bedroom apartment homes to one of Honolulu’s most central and well-connected neighborhoods.
Residents will have access to an exercise room, computer lab, arts and crafts room, classrooms, and a multi-purpose community room with a full kitchen. A rooftop recreation deck above the parking structure offers walking paths, resident gardens, and an outdoor stage for community gatherings — a shared open space designed to bring neighbors together.
Hoʻohiki Senior Living is an income-restricted community. Rents, income limits, unit availability, and occupancy timing are subject to final approval and program requirements.

Income limits are published by the Hawaii Housing Finance and Development Corporation and are effective as of May 1, 2026. Limits are subject to change.
To be included in the initial lottery, applications need to be received by the date listed on the application. Once received, the lottery will be conducted, which will then determine the placement of each applicant on the waitlist. Intake interviews will then be scheduled and applicants will need to bring in the required documentation — a list of required documentation will be included with the letter. If an applicant does not submit all required information at the intake interview, they will be given one week to gather and submit. Failure to do so will result in the cancellation of their application. Applicants will be placed in the appropriate AMI according to their standing on the waitlist.
Applications received after October 1, 2026 will still be accepted and placed on the waitlist.
A $15.00 application fee is charged for each adult household member. Do not send payment with your application. Fees are collected at the time of the intake interview. Payment should be made by check or money order, payable to Hawaii Affordable Properties, Inc.
Prospective residents can apply for the housing lottery now through October 1, 2026. Anyone who applies Anyone who applies by that date will be automatically entered into the lottery. Applications submitted after October 1, 2026 will still be accepted and placed on a waitlist.
  1. All wages, salaries, commissions, fees, tips, bonuses, and other compensation before taxes (gross income).
  2. Income from the operation of a business or profession, or rental income (self-employed).
  3. Interest from checking/savings accounts, CDs, IRAs, stocks, and dividends. There is no limit on the amount of assets one can have. Assets disposed of in the last two years will also be part of asset calculations.
  4. Payments from Social Security, annuities, insurance policies, retirement, pensions, disability, and death benefits.
  5. Unemployment, disability, TDI, and workers’ compensation.
  6. Public assistance other than SNAP (food stamps).
  7. Alimony and child support.
  8. A list of required documents will be provided with your interview letter.

Section 8 vouchers will be accepted. However, all applicants, including those with a voucher, will need to follow the same application and interview process as those who do not hold a voucher.

One parking stall per unit will be assigned. Residents who do not own a vehicle will not receive a parking stall. A valid driver’s license, vehicle registration, safety check, and insurance documents must be provided to be eligible for parking. Residents are not charged a fee for their parking stall.
Move-ins are anticipated to begin in January 2027.
